摘要
本文介绍了美国公务员在线培训的发展动因、发展阶段、培训形式及培训内容,总结了其典型做法及其特点,认为美国公务员在线培训机制值得我们借鉴和学习的地方有两点:一是其保障机制,即高度重视法制建设、重视组织管理以及公务员能力建设;二是其研究和实践发展趋势,即在线培训的内容设计上更加强调个性化,重视政府门户网站建设,避免重复建设与资源浪费,加强在线培训的绩效管理与成本-效益分析等。
This article describes the online training of civil servants in USA, includes its development motivation, stages of development, the form of training and training content, and summarizes its typical practices and characteristics. Researchers believe that there are two points we should really learn from the civil service online training system of USA. One is about its protection mechanism, namely: the rule of law, organization and civil servants' capacity -building. The other is its research and development trends, namely: the design of online training, greater emphasis on content personalization and attention to the building of the government portal, in order to avoid duplication and waste of resources, and enhance the online training performance management and cost - benefit analysis, etc.
