摘要
德国现行的高校教师聘任制度是由特定历史传统、价值理念和环境诉求等多重力量综合影响的产物。面对日益增强的外部压力,高校不得不主动对教师聘任制度进行改革。但是,在具体改革策略上,多数高校更倾向于渐进性调整,尤其是对于是否取消教授的公务员身份,普遍持谨慎态度。
The existing faculty appointment system in Germany universities is the result of the various forces among the historic tradition, values and environment pursuit. Under the growing pressure, the universities have to initiatively reform their faculty appointment system. However, for the reform tactics, most universities are inclined to gradual adjustment, especially for the issue whether to cancel the civilian status of the professors, they are generally cautious.
