摘要
目的:对上海和无锡两地实施管办分离改革的两家医院改革前后的绩效进行评估,旨在评价两家医院管办分离改革前后的绩效变化,为卫生行政部门提供参考。方法:运用综合评价法,先将各医院指标有量纲变为无量纲,再运用加权求和方法计算综合评分,对经营、医疗质量、效率、发展潜力、社会公益5个层面的绩效逐一进行评估。结果:管办分离改革后两家医院在经营、效率、发展潜力、社会公益几方面的绩效都有了一定程度的提高。结论:医院人力和物力方面资源的优化为医院未来的发展提供了很大的空间。
Objective: It is designed to evaluate the performance changes of public hospitals before and after the reform of governing separation in shanghai and Wuxi and provide reference for department of Health Administration. Methods: First of all, hospital indicators have become dimensionless by use of comprehensive evaluation method, and then general score are calculated by use of the weighted summation formula, finally, each of the five dimensions of hospital performance is evaluated including operation, medical care quality, efficiency, potential for development, social welfare. Results: It has a certain degree of increase in hospital operation, efficiency, development potential , social welfare after the governing separation. Conclusion: The optimization of the human and material resources provide a great deal space for the hospital future development.
