摘要
通过对清洁生产概念的分析,阐述了清洁生产与环境影响评价的关系,并通过实例论证了在环境影响评价中进行清洁生产分析的优越性。
The final goals of both environmental impact assessment and cleaner production are to prevent the pollution of any engineering or industrial projects. Environmental impact assessment aims at realizing the pollution control of the projects by taking preventive measures. However, the objective of cleaner production is to protect the environment by reducing the pollution from the beginning and carrying out the effective control in the whole process. This paper interprets the relationship between the environmental impact assessment and the cleaner production by analyzing the conception of cleaner production, then using examples to demonstrate the advantages of putting the cleaner production into the environmental impact assessment.
