摘要
中国农业发展银行是我国唯一一家农业政策性金融机构,自成立以来在农村经济发展中发挥了重要作用,但是运行中仍存在着诸多矛盾和困境,如职能定位模糊、法律依据缺失、机构设置不合理、农业政策性金融体系缺位、筹资机制和风险防控机制不健全、信用评价体系和信用担保体系缺失等。针对上述存在的问题,提出了对策建议,如科学界定农业政策性金融功能、以法律形式定位其职能和业务范围、构建"上官下民"垂直合作的组织结构模式,以及安排合理的运行机制等。
Agricultural Development Bank of China is the only agricultural policy-based financial （APBF） institution in our country; it has played an important role in rural economic development. But there are still many contradictions and predicaments in its operation. The paper puts forward some countermeasures and suggestions, such as scientifically defining the APBF functions, positioning its scope of business, as well as making arrangements for reasonable operating mechanism.
