摘要
我国老龄人口数量多,老龄化速度快,地区间不平衡,"未富先老",城乡老龄化倒置。和谐社会养老体系的构建,要建立和完善适应老龄化社会需要的多元化、多层次的保障体系,使老有所养;通过立法保障老年人的合法权益,使老有所保;积极组织广大老年人开展形式多样的文体活动,使老有所乐,大力倡导老年人参与社会,使"老有所为"。
