摘要
技术进步已经成为国际关系研究的重要议题。长期以来,研究者往往关注技术如何塑造了世界政治。而本文主要关注国际政治的变迁如何促进了重大技术的变迁。当世界政治出现权力转移的时候,领导国与挑战国的威胁感知会上升。在威胁感知的驱动下,双方会大幅度扩展技术进步的政府规模,即增加政府对研发的资助和高新技术的采购。此时,政府对技术的精度要求比较高,对研发的资助也比较集中,也更容易突破以往的技术瓶颈。因此,领导国与挑战国双方的权力转移极大地推动了重大技术变革。
Technological change is becoming a hot topic in international studies.Current researches on this issue always concentrate on how emerging technologies reshape world politics,and they try to use domestic factors to explain the significant technological changes.This research tries to indicate that international factor is more powerful in explaining the emergence of significant technological change.If we try to understand significant technological change in the world,we need to pay attention to power transition between these great powers.
