摘要
20世纪90年代以来,数字信息技术迅速发展,互联网和全球化空前扩展,在此过程中,数字鸿沟问题凸显出来。国际产业分工的不平衡、国际贫富差距和教育水平差距是国际数字鸿沟问题产生的主要原因。国际数字鸿沟问题可能进一步拉大国际贫富差距,导致个别国家的数字霸权,并危及国际安全,应当引起高度重视。
The 1990s witnessed the rapid development of information technologies that had a substantial impact on both commerce and society in general.Meanwhile,the digital divide emerged as a result of imbalance in international industrial division of labor,the international gap between the rich and the poor and the gap between different levels of education.This problem should enjoy high degree of attention because it may further widen the international gap between the rich and the poor,resulting in individual countries enjoying digital hegemony,and threatening international security.
