摘要
违规提前退休现象在经济社会急剧转型的我国比较普遍。究其原因,这其中既有个人的道德风险问题,也有企业趋利的原因,当然还包括政府管理机制、制度规范层面的问题。大量违规提前退休不仅会加重养老保险基金的支出负担,危及社会保险基金安全,侵害在岗职工权益,还会影响到基本养老保险制度的公平性和合理性。应采取有力措施对转型期的违规提前退休进行抑制,如清理提前退休政策,修订并完善提前退休机制,健全法律制度等。
The phenomenon of contrary retires early in our country which reforms suddenly at the economic and society is quite to be common. The reasons include the person's moral hazard, the enterprise seeking victory, the government's manage mechanism problem and the standard stratification system question. The massive contrary retires early not only can aggravate the disbursement burden of the old-age insurance fund, endanger the social insurance fund security, violate staff rights and interests in the hillock, but also can affect fairness and the rationality of the old-age insurance system. We should adopt measures to limit the contrary retires early, such as amplifing the retires early policy, perfect the retire early mechanism and the law systems.
