摘要
公益性地质成果具有公共产品的性质。在市场经济条件下,市场对公共产品的生产无法实现资源配置的帕累托最优,因此,在满足经济社会发展对公益性地质成果的需要时,政府的干预是最为有效的方式。在当前公益性地质工作管理模式中,由政府组织,实行项目市场招投标制是一种有效的管理方式。
Non-public geological results have the nature of public goods.Under the situation of market economy,the market for public goods production can not achieve the Pareto optimization of the allocation of resources.Therefore,when meeting the needs of non-profit geological results for the economic and social development,the Government's intervention is the most effective way.The paper argues that under the current method of management for non-profit geological work,the implementation of the system of public bidding in project market which organized by the government is an effective approach to management.
