摘要
内蒙古矿业权管理自2007年出台《矿产资源有偿使用管理办法》之后,逐步由行政审批与市场出让的"双轨制"转为市场出让的"单轨制"。至此,矿业权纳入市场化运作范畴,做为市场机制的要素资本参与产业化运作及资本运作,起到了产业循环发展的先导作用。
Since the introduction of 'Measures on Compensation for the Use of Mineral Resources' in 2007,management of mining rights in Inner Mongolia has gradually transformed from 'dual-track system' of the administrative examination and approval and market transfer to 'single-track system' of market transfer.Thus,the mining rights included in the scope of market-oriented operation.As the factor of market mechanism,the participation of capital in the operation of industrialization has played a leading role in the cycle development of industry.
