摘要
文章在分析总结了我国城市土地使用制度的历史演变后认为，目前我国初步形成的有偿有期限使用城市土地的制度，对城市发展起到了极大的促进作用。同时，原有的无偿无期限的城市土地使用制度仍未被完全取代，两种体制的并存造成了城市建设的无序化。文章建议未来我国城市土地使用制度应在不同土地所有制度的协调、城市土地置换的实效评价、城市土地使用社会公平机制的建立等方面作进一步的完善。
After analyzing and summarizing the ovolution of urban land use system in China, this paper thinks that the current system, which means paid right to use land in certain period of time, has a strong function of carrying forward urban development. At the same time, the original system that nonM paid right to use land has not been completely replaced. The author suggests that Chinese land use system should be made much progress in coordinating different systems of land use, in ovaluating transformation of land use and in building a mechanism of social equality
