摘要
环境脆弱的西北地区正陷入"贫困——掠夺资源——环境退化——进一步贫困"的"贫困陷阱"。如果要遏制生态环境继续恶化的趋势,以农业为主的产业结构需要改变。文章分析了西北地区发展工业的资源优势、政策优势以及国内产业分工带来的机遇,揭示了规划建设存在的突出问题。在《城乡规划法》、新版《城市规划编制办法》出台的背景下,结合项目实例论述了西北生态脆弱地区工业园区规划建设与生态环境保护之间的协调措施:在资源承载力基础上进行区域合作,以确定工业园区产业定位;严格进行空间管制,以保护生态环境、限制工业用地的无限制扩张;规划建设高效率工业园区,确保土地资源有效利用。
There is a poverty trap in the Northwest Environment frail area in China： ＂poverty - the plundering of resources - environmental degradation - the poor further＂. If we want to contain the continuing worsening tendency of the ecological environment, it is needed to change the dominance of agriculture in the economic structure. The authors analyze the outstanding resource advantages, study the opportunity by the policy superiority and the national economic division, and reveal systematically the serious construction and planning problems. Against the background of the release of Urban and Rural Planning Law and urban planning-making method, the article using case project to elaborate the coordinated measure between the planning and construction and the environmental protection in the Northwest Chinai＇s industry park. For the determination industrial park industry localization, carries on the region cooperation in the resources supporting capacity foundation. In order to protect the ecological environment and limit industry land unlimited expansion, carries on the strict space control. In order to guarantee that the effective uses of land resource, needs to plan constructs the high efficiency industrial park.
