摘要
与西部其他省市比较,青海在承接产业转移中具有滞后性,表现出实际利用外资规模小、比重低;投资项目少,质量差,缺少大型跨国公司。其原因在于工业基础薄弱,经济总量小;产业协作配套能力差,产业集群尚未形成;人力资本积累不足,科教与创新能力差;基础设施建设落后且不具有区位优势;市场化水平低,地方政府服务水平与意识落后。
Actively undertaking the industry transfer was the best way to develop the regional economic in Qinghai provine. However, the industry transfer in Qinghai provine lagged behind other provinces in the weateru areas, which reflected in the actual foreign capital utilization on a small scale, few of investment project and lack of large transnational corporations. The root causes were weak industry basement, incomplete industry cluster, lack of man power capital, poor infrastructure construction and low levels of the government public service in Qinghai provine.
