摘要
中国油气田企业在"走出去"的战略引导下,走上了大举进行海外投资之路。在承揽海外石油工程项目中,为确保工程能顺利进行,风险管理的重要性日益突现。国际石油工程项目所面临的有政治、经济政策、地质、施工及石油市场等风险。针对我国国际石油工程项目风险管理中存在风险辨别意识淡薄、缺乏专业的风险评估机构、风险管理手段单一等问题,提出了运用科学方法,强化风险识别可靠性、加强国际项目评估,多种评估方法并行、建立风险管理体系,提高风险管理技术的建议。
China＇s enterprises of oil and gas fields invest overseas under the strategy of “going out of China”. In undertaking o-verseas contracted petroleum projects, the risk management becomes more important to carry out the projects smoothly. The international petroleum projects are faced with the risks of the politics,the economic policy,the geology,the construction,and the petroleum market. In view of the lower consciousness of the petroleum projects of the risk discerning existing in the risk management of China＇ s international petroleum projects,lacking the professional risk evaluating organizations,and the single risk managerial methods,this article puts forward a series of suggestions about bringing forth exerting the scientific methods, strengthening the reliability of risk discerning, valuing the international project evaluation, using the multi-evaluating methods, establishing the risk managerial system, and enhancing the risk managerial technology.
