摘要
文章认为我国农民自组织的发展离不开政府推动。为此,基层政府应该从思想上、职能上、工作方法上实现从管制行政向服务行政的角色转变。为促进农民自组织良性发展,基层政府应该施行以下政府行为:一是营造宽松的发展环境;二是完善有利于农民自组织发展的法律法规;三是加强对农民自组织的规范、引导和支持;四是积极实施现代农民教育工程。
The development of farmers＇ organizations in our country need the promotion of the government. So, the grass-roots government should change controlled administration into service administration in terms of ideology and function and working. In order to promote the development of farmers＇ organizations, the grass - roots government should build favourible developmental conditions and consummate the law and regalation in favor of the development of farmers＇organization and improve the criterion and leadership and sustentation to farmers＇organizations and implement modem farmer education project.
