摘要
新县制下基层民意机关的制度设计蕴含着一定的民主元素、具有一定的民主程序及形式,但在制度设计上却处处体现维护封建地主、豪强士绅的特权的用意,处处潜存制约民主实现的障碍,所以从本质上看,新县制下的基层民意机关终究不可能成为保障民权、实现民主的场所。
The system of basic level parliaments of the former Nanjing National Government had democratic elements and proce-dures, but it safeguarded the privilege of feudalist landlords and magnificent gentry. Therefore, basic level parliaments of the government feiled to be a democracy place ;on the contrary, it was the barrier for democracy.
