摘要
无直接利益诉求的群体性突发事件具有偶然的触发性、参与者无直接利益诉求性、成员无组织性及群聚群散性的特征。无直接利益诉求的群体性突发事件的引爆,并非源于偶然的事件,而是经济社会在非协调发展中长期积累下,遭遇偶然事件而必然发生的结果。要有效治理无直接利益诉求群体性突发事件的关键在于:一是必须保障公民在利益博弈过程中享有充分的谈判权、表达权、知情权;二是政府必须转变传统的治理模式;三是要强化地方政府应对无直接利益诉求的群体性突发事件的处置能力。
The massive emergencies without the requests of direct interests are triggered by the accidental nature of the participants without the requests of direct interests and belonging to the unorganized social groups, but by the unsettled problems of long-term accumulation in the course of the social and economic development to which the solution lies in the fact that these citizens should have the right to bargain, the right of expression, the right to know; and the government must protect their interests and change its traditional mode of governance; finally the capacities of the local governments to deal with such emergencies should be strengthened.
