摘要
通过对非公有制林业补贴政策的研究背景的介绍,认为对非公有制林业进行补贴是可行的也是必要的,界定了非公有制林业补贴政策的范围。从林业补贴的理论依据、补贴的标准和模式以及补贴政策的效果评价三个方面综述了目前国内林业补贴政策的现状、国外私有林补贴政策研究的情况。指出目前我国非公有制林业补贴政策的研究较为欠缺,补贴资金的分配、发放途径和资金利用监督机制以及研究的数据来源等实际问题,提出非公有制林业补贴政策研究应该更多地关注林业补贴资金的配置、林农激励机制以及林业在新农村发展中的作用等方面。

From the forestry subsidy theory basis , the standard and the pattern as well as the policy effect appraises to summarize the present domestic situation , and summarized the overseas forest subsidy policy research current situation . we think the quantity research about our country non - public forestry subsidy policy is defective, the subsidy fund assignment, the way of acquiring fund, the question of fund use surveillance mechanism and some actual problem such as the research data origin. In view of this, we think the non - public ownership system forestry subsidy policy research should pay more attention on subsidy fund disposition, inspire peasant to produce forestry as well as forestry affect in development of the new countryside and so on.
