摘要
笔者以贵州省湄潭县为例,采用定量分析方法,研究了该县农村居民点用地现状及存在问题。结果表明,该县用地粗放、布局不合理、整理潜力大。在潜力测算基础上,分析整理困难:规划滞后,缺乏科学性;整理资金短缺,资金使用不当;农民整理动力不足。并提了相关解决措施:统一规划,逐步实现村庄整理;大力发展经济,多渠道筹措整理资金,确保专款专用;整理因地制宜,区别对待;调动农民参与整理的积极性。
Quantitive analysis is mainly adopted to investigate the situation and problem about the land use within rural population center in the present work. The land use style is rough and unreasonable, therefore, there is a high potential to improve this issue. Based on the potential analysis of land use, the dilemma concerning systematization were concluded as the following ： 1 ） lag of program and lack in scientificity ; 2） shortage of systematizing fund and inproper use of it; as well as 3 ） deficiency of motive. Consequently, some measures were put forward as ： 1 ） uniform planning and gradual systematization ; 2） raising funds via multichannel ; 3 ） systematizing in suited circumstances ; and 4） activating the systematizing initiative of rural residents.
