摘要
在全球化语境中,文化产业的发展关系到综合实力的竞争。本文系统梳理了我国具有典型的向心文化价值传统,并基于文化的公共性特征,认为:在文化体制改革的过程中,公共财政对于文化发展的扶持,不应简单区分事业或产业,应当在文化生产力理论的指导下,施行事业-产业联动的文化财政政策思路,通过合理适度的公共政策推动文化产业的健康快速发展。
In the texture of globalization, development of cultural industries related to the overall strength of competition. Chinese cultural tradition has the typical centripetal values, and the public nature of culture has the priority. Therefore, in the process of cultural system reform, public funding for culture should not be simply divided into institution or industry, rather, under the guidance of cultural productivity theory, it should follow a new cultural finance policy of interaction between institution and industry, and through such rational and appropriate public policy to promote the healthy and rapid development of cultural industry in China.
