摘要
根据行动理论的观点,政策执行是政策执行者根据其对政策的理解以及对政策执行具体情境的把握,进行自主建构的活动,因此,也是一项设计活动。从设计的角度看,政策执行的创造性活动有着不同的行为模式,这些不同的设计路径使政策执行具有了不同的风格,并导致政策执行活动产生出不同的结果。
According to the action theory of public administration, policy implementation is a creative process, which means policy implementation is an activity of self - construction made by the executives according to their understanding of the policy and the specific context. So, policy implementation is a design activity. From the point of view as the design activity, the creative actions of policy implementation seem to have different patterns, which male policy implementation with different types, and lead the implementation of policies to produce different results.
