摘要
近年来,我国逐步加大在公益性水利项目的投入,从而一定程度上产生了严重的水利资金安全问题,这些问题很大程度上是由于事先防范不够,以及长期养成的事后追究的习惯造成的。所以,加强水利资金安全预警的研究,对水利资金安全的事先防范,以及水利资金安全的整个管理工作具有重要意义。本文首次尝试性地将支持向量机方法应用于水利资金安全的预警模型,通过计算验证,其计算精度比传统的神经网络预警方法明显提高,所以该方法的运用对水利资金的安全预警具有重要的参考价值。
In recent years,Funds is gradually increased in public investment of water conservancy projects,and a serious problem of water funds security had happened to a certain extent. These problems are largely due to inadequate prevention,as well as the mechanism of responsibility tracing afterwards. So,strengthen the warning study of water security funding is very significant to the prevention of risks and to the entire water management. This paper attempts to use supporting vector machines for early-warning security model,and its results is more accurate than the traditional neural network methods by calculating authentication,therefore,the method of water funding safety warning has an important meaning to water funding management.
