摘要
联合国开发计划署提出的"人类发展指数"仅用三个指标难以完整地表现人类发展的全部内涵,尤其无法体现治理和制度层面所代表的政治文明的程度,而政治文明对于实现人的自由发展无疑兼具目的性价值和工具性价值。本文引入政治稳定、政治参与、法治程度和执政能力四个维度,来刻画政治文明的影响。实证研究发现,中国的政治文明程度虽然在不断进步,但整体上还有很大的提升空间。在未来,通过提升政治文明促进人类发展的潜力十分巨大。
Using three indexes, Human Development Index（HDI） raised by UNDP cannot interpret the complete connotation of human development. Especially, it can not express the degree of political civilization embodied by governance and institution. It is no doubt that political civilization has the values of purpose and means for realizing human beings ＇ liberal development. The paper demonstrates the effect of political civilization by introducing politi- cal stability, political participation, the rule-of-law level and administrative ability. The empirical results show that the political civilization in China is progressing constantly, but there is still a significant improvement as a whole. In future, it is tremendously potential to promote human development through the improvement of political civilization.
