摘要
立足于城市规划转型的整体性和系统性,从宏观的视角论述了城市规划转型的起点、目标,以及转型过程中各环节的特点和作用。认为规划范式的转型是核心,规划程序的转型是实体,规划机制的转型是保障,并分析了在转型过程中政府的关键作用和规划教育的基础作用。同时强调了城市规划的转型是一个系统推进的过程,需要各个环节协调联动、相互配合。
Based on the integrity and systemic of the transition of urban planning, this paper discusses the starting point and goal of the transition, as well as the characteristics and functions of different segments during the process of transition. The transition of planning values is the core, the transition of planning process is the entity, and the transition of planning in- stitutions is the guarantee. In addition, the government plays a key role and planning education is the foundation during the process of the transition. Meanwhile, the transition is a systemic process, needing the coordination of different segments.
