摘要
"省管县"的财政体制和"强县扩权"两项制度创新,是激发浙江县域经济活力的主要动力。"省管县"的财政体制,提高了行政效率、增加对欠发达县(市)转移支付的力度。而"强县扩权"更是增强了政府管理能力、提升了政府行政效能、改善了政府公共服务水平。强县经济已成浙江经济发展的重要支柱。实践证明,其对浙江城市化水平提高,国际竞争力的增强,招商引资的加快以及扩大社会就业等均起到了积极的作用。在当前我国进入全面建设小康社会、加快推进社会主义现代化的新的发展阶段,总结浙江县域经济发展经验,对壮大县域经济实力,繁荣农村经济,推动浙江国民经济持续快速发展具有重要意义。
Two systems of innovation, ＂province governing the county＂ financial system and the ＂County to expand its powers,＂ are the main driving force to stimulate the economic vitality of the county in Zhejiang Province. ＂Province governing the county,＂ finan- cial system, which improve the administrative efficiency, increasing the less developed counties （cities） of the intensity transfer payments. And ＂County to expand its powers＂ is to strengthen management capacity of government to enhance the Government＇s administrative efficiency and improve the government＇s public service levels. County economy in Zhejiang Province has become an important pillar of economic development. Practice has proved that its level of urbanization in Zhejiang, improve, enhance international competitiveness, attract foreign investment to speed up and the expansion of employment and so society has played a positive role. Access to all the people in our country in the current building a well - off society and accelerating the modernization of society and the main new stage of development, summed up the economic development of Zhejiang county experience, expand the county＇ s economic strength and prosperity in the rural economy, and promote sustained, rapid development in Zhejiang Province of great significance.
