摘要
村民自治要保持一定的"度",是受民主依据、民主意识、民主手段、民主成本制约的。保持村民自治的"度",必须正确处理好支委与村委、政务与村务、法律与章程、权利与义务的关系。保持村民自治的"度"必须加强学习,弄清村民自治的本质要求;完善机制,确保村民自治规范进行;强化领导,保持村民自治健康发展。
The self-government of people in ruralareas should be carried on according to a certain limit,for it is limited by the proofs, awareness,means and cost of democracy. To realise it,the relationships between the branch comminttee and the village committee,political business and village business,rights and duties must be dealt with well.To realise it,study should be strengthened,the essential requirements of it madesure,systems completed to ensure the proper and standard development, the leadership strengthened and the healthy development of it kept.
