摘要
本文从历史和现实相结合的角度,在理清政府与市场的作用和局限的基础上,探讨了社会主义市场经济条件下国家经济调节方式的转变以及新时期国家经济调节的基本取向等问题。作者认为,国家经济调节与市场机制之间的关系是互补关系而非替代关系,两者的作用范围仅限于市场经济领域;国家经济调节方式的转变实质上是从经济控制走向经济调节的过程,宏观调控与微观规制是经济调节的两个重要方面;在经济全球化与全球经济失衡和调整的背景下,国家经济调节方式也日益国际化。
This paper discusses transition of national economic regulation means and the choice of developmental direction from the angle of reality and history. The paper indicates ：The relation between national economic regulation and market mechanism is supplementary relation rather than substitutionary relation. The function scope of national economic regulation and market mechanism should only limit to the field of market economy. The transition of national economic regulation means essentially is the road to economic regulation from economic control, macroeconomic control and microeconomic regulation are two important aspects of national economic regulation. National economic regulation has been internationalized increasingly under the background of globalization and economic imbalance.
