摘要
回顾了深圳市实施基本生态控制线以来取得的成效,分析了实施过程中出现的主要问题及其原因。在新的发展观指导下重新思考和认识了基本生态控制线内的资源价值,特别指出其对城市发展所具有的综合价值。就综合利用生态线内的资源提出了几点建议,包括差异化的保护与利用基本生态控制线内的资源,以空间规划进行引导资源利用,促进线内与线外城市功能的联动,并通过推动部门合作与公众参与生态线资源的保护与利用。
The effect of implementing the Basic Ecological Line Policy in Shenzhen are reviewed in this paper. The major problems in the implementation and the reasons are analyzed. The paper presents new thinking and understanding of the value of resources in the basic ecological line, especially the comprehensive value for urban development. Some suggestions are given for the comprehensive use of the resources in the ecological line, including differentiated protection and use of the resources, guiding resources use with spatial planning, promoting the interaction of city functions inside and outside the line, and protecting and using resources with inter-department cooperation and public participation.
