摘要
土地市场化运作背景下,控制性详细规划是政府监管市场开发土地的关键手段,并被《城乡规划法》赋予了很高的法律地位。针对我国传统的控规编制方法和内容无法满足城市特定地区现实开发的需求等问题,结合上海虹桥临空经济园区规划实践,提出在控规中深化前期研究、合理划分地块、规范出让条件等的原则和方法。强调增强控规的实用性,使其能为政府和市场接受和使用是充分发挥控规作用的关键。
After the land marketization the regulatory detailed plan become an important way to regulate the market-directed land development and thus is granted a superior status by the Urban-Rural Planning Law. But the traditional formulation methods and contents of regulatory detailed plan can not meet the requirements of land development in specific areas. With Hongqiao Airport Business Park as an example, this paper presents some suggestions to improve the current methods including in-depth preliminary research before the planning, reasonable land subdivision and rationalization of land transfer terms. It argues that the applicability of the plan is the key to fully exert its functions.
