摘要
现代赦免制度具有极其独特而重要的意义,我国当前的赦免制度存在较大缺陷,从赦免制度的立法现状并结合当前我国的基本国情通盘考虑,我们应当从实体和程序两方面完善我国的特赦制度进而利用其独特的机能,为构建社会主义和谐社会服务。
The modem pardon system is of unique and extreme significance. However, there exist flaws in China＇ s current pardon system. In view of the current legislation regarding the pardon system and the actual situation in China, we should do something to improve the system in terms of substantive and procedural aspects, so that we can employ its unique function for helping build a socialist harmonious society.
