摘要
公共政策业已成为政府调控市场经济和社会发展的重要手段,其重要性日益被人们认识。但与此同时,有学者提出"公共政策是一种稀缺性资源"的命题,大有矫枉过正之嫌。本文认为,"公共政策"与"稀缺性资源"之间存在着本质区别,公共政策在现实生活中并不稀缺。然而,在实践中还存在着政策功能配置不全以及政策在不同区域、不同行业和不同社会群体之间配置不公等现象,客观上造成了某些公共政策提供的"短缺"。
Public policy has become an important means to adjust modern market economy and social development, its importance has being increasingly revealed, but at the same time, some scholars have put forth a proposition that ＂public policy is a scarce resource＂, it seems a bit hypercorrective either. The author thinks that there is an essential difference in ＂public policy＂ and ＂scarce resource＂. Public policy isnt scarce in reality. However, in practice, there are still some phenomena of policy injustice in different regions, different industries and different social groups, and the policy functions are not sufficiently performed, which objectively results in some ＂shortages＂ of public policy provision.
