大型水库库容争执的一种仲裁方法 被引量:1

摘要 兴建大型多用途水库,其库容大小往往有争议,这是因为库区所在省将承受淹没损失,而下游各省则可获得防洪、发电等多种效益。本文提供了一种仲裁这类争议的方法。为使仲裁公平、合理,本文提出了四条仲裁原则和三项仲裁准则,并论证了所提方法能满足这些原则和准则。本文的方法是基于多属性效用理论,有一定的灵活性,并可推广应用于有类似性质的仲裁问题。 The capacity of large multi-purpose reservoirs may be disputed by the provinces concerned. This is by reason that theprovinee where the reservoir is situated will bear inundation loss, but the provinces in the lower reaches of the river will get sheer benefits of flood control, electric powergeneration etc. In this paper, an arbitration method is presented. In order to make the arbitration reasonable and equitable, four principles and three criteria are introduced. It is proved that these principles and criteria can be satisfied is by the method, which based on the multiattribute theory, The method is rathey flexible and may be used to similar situations.
