摘要
1997年8月20日，11号风暴潮袭击滨州，黄河防洪工程及设施遭到了严重破坏。调查分析之后，许多问题发人深思，有些教训应引以为戒。对暴风雨受灾情况及造成惨重损失的原因进行分析认为，提高防灾减灾意识，加快生物防护工程建设和强化管理措施是防灾减灾的有效途径。
No. 11 storm attacked Binzhou city on 20 August, 1997. The flood prevention facilities were destroyed badly. After investigation and analysis, that we have paid greatly attentionto some problems in this aspect. The author considered that it is a effective way to enhanceconsciousness of preventing and reducing the disaster, speed up the construction of biologicalprevention project and strengthen managemental measures based on analysing the disaster situation and damage causes.
