摘要
在依法治国过程中 ,地方人大常委会现阶段增强行使重大事项决定权的合法性、权威性和有效性的关键在于科学细化重大事项 ,妥善处理重大权力关系 ,依法确保重大事项决定质量 ,有效监督重大事项规定的执行。
In administering a country under conditions prescribed by law,the key of Standing Commission of Prefecture People's Congress' strengthening lawfuless,authoritativeness and effectiveness of important items at present is to be meticulous scientifically in important items,manage appropriately the relationship among big power,ensure quality of its decisions and supervise implement effectively of its stipulations.
