摘要
我国的国有企业经营体制和管理水平已有较大程度的改变。但其竞争能力、盈利能力还有待进一步提高。应承认企业家的价值,强化激励和约束机制,从物质和精神两方面对国有企业经营者进行激励,并辅以相应的制约措施,提高政策透明度,从根本上解决国有企业经营者自身价值问题。在实施过程中,应辅以必要的配套措施,使激励约束机制操作起来更加顺畅。
Although the operation system and management of China's state-owned enterprises have greatly changed, their competitive power and profit-making ability remain to be improved. The author states: the value of the entrepreneurs should be recognized, the incentive and restraining mechanisms should be strengthened and the operators of the state-owned enterprises should be inspired both materially and spiritually. Whereas the corresponding restraining measures should be provided and the policy transparency increased to solve the problem of the self-value of the state-owned enterprises' operators. In practice, the supplementary measures should be available.
