摘要
地震是自然灾情，难以防患，故危害极大，而抗震防灾救灾规划，则为人们所制订，若考虑欠周全，将导致更为严重后果．城市总体规划虽不能替代抗震防灾专项规划，但应将抗震防灾的规划原则贯彻在整个城市总体规划的始终，在布局以及各专项规划中予以体现，做到有机地融合，并提供为抗震防灾规划的科学依据，力求将震灾的损失减少到最低程度．本文结合江苏省宿迁市总体规划实践作一探索．
Considering the master planning practice in Su- qian city in Jiangsu province, the author suggests that the anti- seismic principles should be involved in the whole process of master planning, and the relevant land use should be considered in the layout of urban planning, for the purpose of provlding basic condition for earthquake relief work.
