摘要
建设法制国家重在建设法治政府。依法治国重在依法行政。在执政为民、构建社会主义和谐社会的背景下.现代政府依法行政的理念正在发生从责任政府到法治政府、从公权力保护优先到私权利保护优先、从管理行政到服务行政、从隐蔽行政到公开行政、从实体优位行政到程序优位行政、从权利单一救济到综合救济等一系列深刻变化。这些变化影响着我国的政府行政决策行为,影响着我国政府与人民群众的权利义务关系的处理。
Administration by law is the key of governing according to law.The idea of administration by law is changing in modem government which consists of from the responsibility of government to the role of law,from protection of public power priority to the protection of privacy rights priority,from the management to administrative services,from the bidden to the public,from the substantial superior to optionized procedure,from sole remedy to compressive comprehensive relief.This change affects the behavior of policy decision-making of the government and treatment of fights and obligations of the relationship between our government and the mass.
