摘要
由于地方政府对公益性地质调查工作需求日益旺盛,许多省份都想成立自己的地调院,而要成立的地调院是"重起炉灶,新开张",与原有的地勘单位形成利益冲突,主要原因是对公益性地调工作实施方式认识不足,认为公益性项目只能由公益性的纯事业单位来实施,与企业化的地勘单位一定要分体运行。而新公共管理理论中政府公共服务外包可以帮助解决这个问题,公益性地调项目也是政府公共服务的一项重要内容,完全可以采取外包的方式。这一外包方式与现有的项目委托相似,但又不同。服务外包将有利于地勘单位的改革,有利于新成立的地调院专心于获得的地质信息为社会服务。
With a thriving development of basic geological survey in local economy,many provincial governments are getting ready to establish their own geological survey units,which will lead to a conflict in benefits with the existing mineral exploration units,because of an insufficient understanding on unprofitable geological survey that the nonprofitable geological surveys can only be conducted by non-profitable units,not the profitable geological units. However,the public service subcontracting is regarded as a solution,similar to the existing entrusting projects,good for the reform of geological units and helpful for newly-established geological surveys to be focused on geological work.
