摘要
从行政执法主体的概念出发,结合国内海事行政机构的设置构架、职责以及基层海事处的相关情况,并根据有关法规的规定,分析研究基层海事处的执法主体及执法权限问题,规范基层海事处行政习惯,提高执法质量.
The paper analysis and comprehensive research the question of subject of law enforcement and law enforcement authority from the point of the concept of the executive body,in combination of the setting of domestic maritime administration structure,responsibilities,and the grass roots marine department of the relevant circumstances and in accordance with the provisions of relevant laws and regulations,etc.To regulate the manners of law enforcement of the marine department and improve the quality of law enforcement.
