摘要
地市(区)级卫生信息平台是"3521工程"的基础数据采集平台,结合杭州市已历时三年基于电子健康档案和电子病历的区域卫生信息化建设的实践,提出缺乏有效的组织和管理、缺乏刚性的投入机制保障、缺乏管理流程的顶层设计与变革优化是地市级区域卫生信息平台建设中的共性问题,这些问题的有效解决,有利于充分调动和发挥各类人员的积极性和主观能动性;有利于科学制定确实可行的规划;有利于最大限度地提高区域卫生信息化建设的总体效益。
The '3521 project' based data collection platform is the platform of municipal regional health information, which combines the municipal regional health information technology practice of Hangzhou- based electronic health records and electronic medical records. It raised the lack of effective organization and management, lack of rigidity of the input mechanism to protect, and the lack of top-level design and change optimization of the management process, which are the common problems for municipal construction of regional health information platform. Solving these problems effectively is conducive the all categories of personnel to mobilize and develop their enthusiasm and initiative adequately; conducive to scientific development of a practical planning and farthest to improve the overall effectiveness of regional health information construction.
