摘要
著作权的私权性和专有属性,决定图书馆维护著作权人利益是其享有其它著作权利益的前提;图书馆制度的宗旨决定维护社会公众(读者)著作权利益是其核心责任;为了与著作权制度合力服务国家总政策,促进科学文化事业的发展,图书馆还应担负平衡著作权人和社会公众利益的责任。
The private right and exclusive nature of copyright determines that protecting the interests of owners of copyright is the prerequisite for library to share other interests of copyright. The objective of public library system determines that assuring the common goods of copyright is its core responsibility. In order to serve for the national policy together with the copyright system, and to promote the development of the human hterature, art, science and culture causes, the library should also take on the responsibility to keep the balance between the interests of the owners of copyright and common goods.
