摘要
以汶川地震为切入口,分析了我国现行自然灾害救助体系存在的问题,从灾害承受和管理能力建设,现行灾害救助体系与现代灾害保障需求,巨灾的风险分担机制等方面分析了问题产生的原因,提出了进一步健全我国自然灾害救助体系的对策,即构筑参与主体多元化的自然灾害救助体系,不断加强灾害承受和管理能力建设以及建立巨灾风险转移机制。
Based on the evaluation of relief system in Wenchuan earthquake, the paper points out the problems in China's natural disasters’relief system. Also it analyzes the relevant reasons from the perspective of disasters’endurance capacity, existing disasters’ relief system and modern disasters’ guarantee requirements, and catastrophe risk shared system.Furthermore, it proposes the countermeasures of improving the natural disasters’ relief system which means constructing multi-subjects participation system. Thus, disasters’endurance capacity, management ability construction and catastrophe risk transfer mechanism can be increasingly strenghtened.
