摘要
目前陕西省行政事业单位国有资产管理存在着体制不顺、机构不健全、管理基础薄弱、资产使用效率不高、国有资产流失严重等问题。针对现行管理体制所存在的缺陷,提出了建立科学的产权制度、强化预算管理、推行项目代建制、加强对"非转经"资产的管理等措施。
Problems of imbalanced system, frail management, low efficiency of asset, drainage of state- run portfolio existed in Shaanxi administrative institutions. In accordance with the deficiency in the current management system, the essay promoted measurement of establishing scientific asset system, budget managing enhancement, promotion of project representing system and intensification.
