摘要
群众参与式整村推进扶贫通过调动村民特别是贫困群众的广泛参与,选择项目、监督资金使用、集中解决改变生产条件、发展特色产业及教育、卫生设施等方面的突出问题,以达到整体推进、稳定解决温饱的目标,并建立可持续发展的扶贫开发机制。本文以甘肃某村为例,就整村推进扶贫中的公民参与进行了理论和实践的探讨。
for solving the problem of food and clothing in a all-round and steady way and establishing a mechanism of poverty alleviation and development, the poverty alleviation for a whole village mobilizes villagers, especially the poor masses, to take part in poverty alleviation, chooses projects, oversees the use of funds, changes production conditions, develops special industries and improves educational and hygienic facilities. Taking W village in Gansu Province as an example, this paper conducts a research on the villager participation in advancing poverty alleviation for a whole village.
