摘要
供热领域的一个热点问题是最大限度地利用市场力量以提高效率,降低成本.现阶段对供热领域自然垄断的监管都比较严格,考虑其"热"商品自身特点,考虑相关主体利益,初步构建系统管理模式,使集中供热系统能够在各方面的努力下尽快达到自身的循环相对平衡。
In the field of Heating, a hot issue is the maximum use of market forces in order to improve efficiency, and reduce costs. At this stage of heating the regulation of natural monopolies are usually strict, the heating system consider the ＂hot＂ goods to its own characteristics ,the main relevant to do their duty, and re-build the system management, so that the central heating system can achieve through its own cycle of relative balance.
