摘要
20世纪90年代,随着高等教育的超常规发展,高校贷款余额不断上升,最终形成了2000-2500亿元债务。通过置换老校区闲置土地,可以较好地解决高校债务及其衍生问题,实现资源配置的改进。
With the scale expansion of university, the universities' debts have been rising constantly and up to about 200 - 250 billion.yuan recently. The application of land replacement in university could lighten the universities' debts burden and resolve other relative problems, thus realizing the Pareto improvement in the allocation of resources. Compensating interests losses and dispelling the obstruction are the crucial subject in advancing the university land replament.
