摘要
苏州市家用客车保有量呈持续快速增势,但苏州城市公共停车服务供给市场发展相对滞后,致使停车供需严重失衡。借鉴国内外大中城市的做法,苏州城市公共停车问题的解决,重点是合理布局和配置城市公共停车服务设施,并制定综合和相配套的近远期优先公共停车业发展政策,包括在公交发达的中心城区采取停车限制;实行共享停车和合并停车;合理缩减路内停车位,增辟路外停车场;实行停车市价调节停车市场供需;适当提高居住区停车位建设标准,实现"车有其位";加快培育与发展停车服务产业。
The number of private cars in Suzhou is rising rapidly, but the development of the public parking service market in Suzhou lags relatively behind, resulting in a kind of serious imbalance in the supply an demand of Suzhou urban public parking service. Practice and experience in cities of various sizes from both inside and outside China demonstrate that the major solu- tion to the public parking problem in Suzhou City is a scientific layout and optimal deployment of the urban public parking service system. Meanwhile, the priority of the integrated policy of the development of the public parking service as well as its concrete corresponding measures in the near and far future must be identified, including the implementation of traffic control policy in the downtown area where pubic transportation is highly developed, the implementation of shared parking and com- bined parking, reasonable reduction of the parking lots on the road, the opening of new parking lots away from the roadside, the implementation of floating prices to adjust the supply and demand of the public parking market, raising the public parking standard in the residential areas to ensure that every ear has its parking space, and speeding up the development of the public parking service industry.
