摘要
防止船舶造成海洋污染是国际海事组织的宗旨之一,国际海事组织通过制定公约并促进其在世界范围内的实施,在防止船舶造成海洋污染方面已经取得了卓著的成绩。文中分析了国际海事组织防止船舶污染公约的制定和修改的背景、途径,为相关机构和研究人员提供参考。
Marine pollution prevention has always been an important mission of IMO and IMO has an excellent record in marine pollution prevention by adoption and implementation of relevant conventions worldwide. This paper analyses the background and process for developing and revision of IMO pollution prevention instruments and offers some advices for researchers and relevant institutions.
