摘要
改革开放以来,我国的城市化发展主要以"小城镇战略"为主,直到"十一五"时期,相应的城市化战略才开始凸显大城市的作用并积极倡导城市群的建设。无疑,现阶段的实际国情要求我国必须选择集中发展的城市化道路。同时,应重视中小城市及小城镇在城市化过程中的重要作用。当然,制度创新是城市化战略得以实施的关键。
Since the reform and opening up, the ＂strategy of small cities and towns ＂played a major role in the urbanization in China. Up to the l lth five-year-plan period, the relevant strategy for urbanization began to highlight the function of big cities and advocate actively the construction of urban agglomeration. Undoubtedly, at the present stage the actual conditions require that China should choose the way of centralized development of urbanization. Meanwhile, attention should be paid to the important function of the small and medium-sized cities and towns. Of course, the institutional innovation is the key to realize the strategy of urbanization.
